Uttar Pradesh Sets Strong Example With Dial 100. Can other states match-up?

When it comes to crimes and emergency situations, the thing that matters the most is how it can be averted and if at all it has happened, how can that damage be minimized. For this to happen, there should be a prompt response from the concerned government authorities. But we usually fail to see such instant responsive teams and actions which always fails the expectations of the general public. Recently, I came across an article in a newspaper about the Dial 100 service which is to be launched by the Akhilesh Yadav, Chief Minister of Uttar Pradesh. Having read some interesting things about this initiative, I developed a curiosity about this entire service and did my research online. Enlisted below are some of the inspiring things about Dial 100 which would prove out to be really fast and efficient in tackling emergency situations.

The Dial 100 service is a prompt service given to the public to ensure their safety and security. It is on the lines of Dial 911 of the US and is said to be completely operational from the month of October 2016. The Government of Uttar Pradesh has appointed Ernst & Young for the consultation of this project, which falls broadly under the category of Police Emergency Management Response System. Dial 100 has already been operational in the police stations of Lucknow, Kanpur city, Allahabad, and Ghaziabad. Some of the key features of the Dial 100 service would be that the call centre would be of 400 lines and have a handling capacity of 2 million calls per day in English, Hindi and other regional languages, it would be operational 24 hours a day.

This integrated emergency service in Uttar Pradesh will provide safety for one and all. This service can be provided to the public in emergency anytime and anywhere. With the introduction of the Dial 100 service, the workload on the police department can be reduced to a great extent. Also, the response time will also be reduced and the service can be provided on time. The law and order of the state will also be under control. Dial 100 would be the world's largest Integrated Emergency response system as it would cater to 75 districts, 685 towns and cities, which have 1,07,452 villages and 1530 police stations.

The foundation stone of Dial 100 service has already been laid by Akhilesh Yadav, the Chief Minister of Uttar Pradesh. The building for the Dial 100 service will be developed on an 8 acre land in Gomti Nagar Extension. The approximated cost involved in this project is Rs.2,325.33 crore. The Dial 100 building will be consisting of the world’s biggest modern PERS (Police Emergency Response System). The Project has made use of the latest technological advancements and optimal use of cloud frameworks for better coordination between the headquarters and the sub-centres.

The progress report for the project is also being analysed from time to time until it is launched successfully. The emergency services will improve once the service is launched and is completely operational. As told by Akhilesh Yadav, the Dial 100 service will be one of the fastest, biggest, cheapest, efficient as well as the best service. When the service will be launched, around 3200 four wheelers painted in black and 1600 two wheelers would become operational and active. These vehicles would also have a GPS installed within it in order to track the location and reach the spot on time. Also, 100 women personnel will be posted at the call centre in Lucknow. Agra and Varanasi will be having sun-centres in order to provide the service. The CM has also mentioned that the Dial 100 Service must be operational in such a manner that it becomes one of the role models in the police emergency response systems.

With the launching of this project, a person in any state of emergency can contact the centre either by sending a text or a phone call or any other communication method. Once notified, immediate help and relief will be provided to the public. It has also been set that the response time for four wheelers is 20 minutes in rural areas whereas in the case of urban areas, 15 minutes has been set as the response time for four wheelers and 10 minutes for two wheelers. The Dial 100 service will be responsible for providing its service both to the rural as well as the urban areas.

The control room of the Dial 100 service would comprise of 300 communication officers. These officers would be receiving the calls from the people who are in distress. There would be another 200 dispatch officers who would be available to rush for immediate police help. The Dial 100 service would also be extending help in case of any medical emergencies.

We frequently hear of bad law and order situation in UP, such efforts by the present government under Akhilesh Yadav is really appreciable and definitely shows a progressive attitude and effort towards better governance. Initiatives like these taken by the Chief Minister is sure to bring in stability and order in the state. Another notable initiative called as the 1090 Women Powerline has been operational for Women safety and the UP government has proved their capability to enable fastest possible actions for issues that require immediate attention.

The Dial 100  service can really help in reducing the crime rates further. It has been said that the service will be launched on 2nd October 2016 i.e. Gandhi Jayanti. This is the very first time where the modernization of the police control system will take place on such a large scale in India and it will surely be one of the greatest projects within the state as well as the country. This must set an example for all the states so that every state government must try and implement these kinds of services that will not only help the public but also maintain law, order and stability within the country.
